According to VFS Global's UAE Regional Director, Monaz Billimoria, the "little country method" that many UAE citizens think enables them to apply to less well-known Schengen nations like Luxembourg or Malta in order to obtain visas more quickly has been shown to be untrue and may even a denial of a visa.
The EU Visa Code (Regulation 810/2009) provides the legal foundation for deciding which Schengen nation will handle a visa application. The competent member state is chosen using a rigid hierarchy of criteria, as stated in Article 5 of the code, which includes:
the nation that the applicant plans to visit.
When traveling to many countries, the primary destination country is the one where the applicant plans to spend the most time.
The nation whose border the applicant enters the Schengen Area first, if there isn't a primary goal.
